Exploration and production blocks on offer in June 2011 in Russia

The Ministry of Natural Resources of the Russian Federation offered 28 new blocks for exploration and production in June 2011, including one block of Federal Significance. The blocks with the highest C3 reserves are located in the Yamalo-Nenes Autonomous Area (West Siberia), whilst the highest C3 oil reserves are offered in the Nenets Autonomous Area and Volga-Ural.

The block of Federal Significance contains the northern part of the Chayvo field, located on the shelf of Okhotsk Sea, in the North-Eastern part of Sakhalin Island. The block, covering 172.5 square kilometres, is offered for 25 years of exploration and production during the competition process. This block covers the only habitat for the endangered population of gray whales, therefore, works can only be carried out from the end of November to the end of May. This has been determined by the scientific research.

The Chayvo field is located near the oilfields and transportation infrastructure of “Sakhalinmorneftegaz”. In 2010, “Exxon Neftegas Limited” estimated the hydrocarbon reserves of the Chayvo field, including its northern part. The offered block contains 9.356 million tons of proved C1 oil reserves and 5.482 million tons of proved C2 oil reserves. In 1997 the “Sakhalin-1” consortium shot 298 square kilometres of high-definition 3D seismic in the Chayvo field area, with 91.26 square kilometres covering the northern part of the Chayvo field.

The deadline to submit applications and deposits is 26 August 2011. The application fee is set at RUB 335,000 (USD 11,858) and the deposit is RUB 1,614,000,000 (USD 57,132,743) (100% of opening bid). The competitive process is due on 27 September 2011.
