Blocks offered in Russia during February and March 2011

During February and March 2011, the Ministry of Natural Resources of the Russian Federation offered 11 new blocks for auction and four blocks of Federal Significance for competition process.

The list of subsoil areas of Federal Significance was originally published on 5 March 2009 by the Ministry of Natural Resources of the Russian Federation (www.mnr.gov.ru). The list contains 163 oil and gas subsoil areas, the last amendment was made in August 2010.

Only companies with 50% Government ownership may bid for subsoil areas of Federal Significance at auction. Subsoil areas of federal importance include:

  • areas containing recoverable oil reserves starting from 70 million tons or natural gas reserves starting from 50 billion cubic metres; and
  • areas of internal sea waters, territorial sea and the continental shelf of the Russian Federation and those whose disposal involves the use of land plots pertaining to defence and security lands.

The blocks on offer contain mainly gas reserves. The authorities will determine the auction winners for these blocks by looking at the ability to provide safe and effective exploration and production works in this region with the qualified specialists and proper financial instruments.

The Utrenniy block, which is offered for an exploration and production period of 25 years, contains the Utrenneye (Salmanovskoye) gas field. It has C1 gas reserves forecast at nearly 483 billion cubic metres and C1 condensate reserves of approximately 13 million tons, as of 2009. An auction for the Utrenniy block will start on 23 June 2011 with the deadline to submit applications and deposits by 15 April 2011. The application fee is set at USD 5.567, while the starting bid is about 171 million dollars.
