The Naulskiy block has the highest level of oil resources with almost 39 million tonnes of proved C1 reserves. The block is located in the northern part of Nenets Autonomous Area, 250 kilometres to the north-west of Naryan-Mar and the nearest trunk oil pipeline is located 33 kilometres to the south-east. Currently, 16 wells have been drilled within the licensing area and the density of seismic is 10.6 kilometres per square kilometre.

The Naulskiy block will be offered for 25 years of exploration and production. The deadline to submit bids and application fees is 4 March 2011 with the competition process for the block starting on 6 April 2011. The application fee is set at USD8,031.
