Russia announces further blocks on offer in September 2010

In September 2010, the Ministry of Natural Resources of the Russian Federation published two lists of blocks on offer. One of blocks for geological study and the other of blocks for exploration and production.

The list of blocks for geological study at the expense of licensees, contains 48 insufficiently explored blocks.

The majority of the offered areas, 29 blocks, are located in East Siberia. These blocks are located in the Krasnoyarsk and Irkutsk regions and contain 113.5 million tons of oil C3 prospective resources ready for drilling.

A further 13 blocks are being offered in West Siberia, in the Khanty-Mansiysk Autonomous Area and the Tyumen region, where oil D1 and D2 resources are forecast at 92.8 million tons. There are three blocks in the Volga-Ural (Saratov and Kirov regions) and three blocks in the south.

A Geological Study Licence grants the holder non-exclusive rights to undertake prospecting activities and appraisal operations in respect of a discovery. Activities undertaken must be aimed at determining whether discoveries are capable of being commercially developed, and determining the preliminary boundaries of the discovery. In the event of a discovery, the licence holder may be granted an exploration and production licence in respect of the area of the discovery, without the need for a tender or auction, at the government's discretion.

Areas on offer are located mainly within the Volga-Ural. These blocks are situated in the Udmurtian Republic, Samara and Saratov regions and the Republic of Bashkortostan.

Top

Irkutsk region, in West Siberia, has the largest level of gas resources, forecast at 290 billion cubic metres of prospective D1 and D2 reserves.

The Vonterskiy block in Khanty-Mansiysk Autonomous Area has the highest level of oil reserves and is located 145 kilometres north-east of Nizhnevartovsk. The nearest trunk oil pipeline is 2-3 kilometres to the south-east. The block is located in the Vasyuganskiy oil and gas bearing region and has proved oil C1 total reserves of 4.17 million tons and C2 total reserves of 3.87 million tons, as of 2009. Currently, 14 wells have been drilled and 730 kilometres of seismic has been shot within the licensed area.
