January 2009

Welcome to January's Bright Spots, our round up of oil and gas news in Deloitte.  This month we take a look at the outlook for the energy industry in 2009 and provide you with valuable analysis of the UK oil and gas fiscal and regulatory regime.  We have also prepared our training schedules for 2009 so that you and your teams can capitalise on industry developments as and when they happen.

A perspective for the energy industry

As the energy and resources industry entered 2008, common wisdom held that “as energy goes, so goes the economy.”  The sector’s outlook for the year was positive: crude oil prices were rising, boosted by constrained supply and increased energy demand among developed nations and emerging markets such as China and India.  One year later, the near collapse of the US financial system and evidence of a growing global recession have turned the existing “common wisdom” on its ear.  Our recent online article discusses outlook for oil and gas companies as well as the power and utilities sector in 2009.

Results of Brazil's 10th Licensing Round

Executive summary

The results of the 10th Bidding Round of Brazil were announced on 18 December 2008 in Rio de Janeiro when 54 exploration blocks were awarded.  The concession agreements are expected to be signed by April 2009.

The Agência Nacional do Petróleo (ANP) offered 130 onshore blocks in the 10th Licensing Round covering 70,370 sq km over seven basins: Sergipe-Alagoas, Amazonas, Paraná, Potiguar, Parecis, Recôncavo and São Francisco.

A total of 48 companies were qualified to bid and the auction had 17 winners including 11 Brazilian and six foreign companies.  They have acquired 54 blocks located in eight sectors, comprising an area of 48,000 sq km corresponding to 68% of mature basins and new frontiers offered.

In their proposals, companies offered 40% of the final score in signature bonus, 40% in investments for the Minimum Exploratory Program (MEP) and 20% in the commitment of purchasing local goods and services for Local Content purposes, in order to win the right of concession.  As a result, companies committed to invest US$258mn on those areas.
